Economic and Social Sectors Show Encouraging Changes
UP on the implementation of Business Process Re-engineering (BPR), services provided by the administration’s finance and social sectors are showing great progress.
During the press conference on the six month’s plan accomplishment, Mayor Adam Farah announced that, the administration’s achievement in rural development, revenue collection, education and health can be signified as good examples for the whole of the nation.
The Mayor further indicated that, the administration has currently identified sectors that give a wider service and they were made to implement BPR. The sectors were prioritized in human resources and vital inputs; hence, it was possible to achieve the required out put.
The nation wide movement in education, for example, has resulted in decreasing the percentage of drop outs from schools – from 2% to 0.57% - during these six months, compared to last year. Moreover, giving emphasis on the nation’s wide strategy in enhancing quality of education, the administration is building the capacity of teachers by training 620 first cycle teachers in diploma program, 408 diploma holders in degree program and 201 first degree holders in postgraduate programs.
The implementation of health policy, which bases prevention, has made it possible to make the health coverage more than hundred percent. The health extension program held in rural areas has also brought many positive out comes by creating model families and by decreasing the death rate of children and mothers.
The Mayor also said that the implementation of BPR, especially in medical treatment, has satisfied the public. The established system of recording medical information is one of the good experiences in the country. In addition, urban health extension, which began with out a designed policy and strategy, is also an experience which brought a positive out come. It is expected that the current designed program will achieve a better out come.
Revenue is also one of the sectors which are emphasized by the administration in accordance to their economic and social value. It has been indicated that the collection of revenue and the service this sector provides have shown effective achievements. The Mayor explained that during the last six months, it was possible to collect 70.1 million Birr although it was expected to be 61 million. Compared to last year’s similar season, it is exceeds in 44%.
For these outcomes, opportunities that BPR has provided, like, fast paced services, of course with justice, has contributed a lot for the tax payers to fulfill their obligations as citizens. This favorable condition has also made non tax payer merchants to become tax payers.
The Mayor also added that, with in these six months, it was possible to have a better progress from investment aspect as well. The administration has given investment permit for 58 projects with registered working capital of more than 67.5 million Birr. From these investments, it is expected that more than three thousand seven hundred citizens will get employment opportunities.
Although the administration has envisaged creating 8971 employment opportunities, it was possible to create 7092 permanent and contract employment opportunities for citizens. Especially, assembling the youth as well as women, the administration has provided a 2.9 million Birr loan, in addition to facilitating space for production and sale. The administration has also established a market network of 23 million Birr so that they will not be challenged in selling their products.
